It is not normal. And it is costing you money every single year.
Why Is Florida Water So Hard?
The answer is geology. Most of Florida's drinking water — including the water supplied to Sarasota County and Charlotte County — comes from the Floridan Aquifer System, one of the most productive aquifer systems in the world.
The Floridan Aquifer sits in a thick layer of limestone and dolomite rock. As rainwater percolates down through this rock over thousands of years, it dissolves calcium and magnesium carbonate along the way. By the time that water reaches your tap, it carries a heavy load of dissolved minerals.
This is not a treatment failure. It is simply the chemistry of where we live.
How Hard Is Sarasota and Charlotte County Water?
Water hardness is measured in milligrams per liter (mg/L) or grains per gallon (GPG). Here is how the scale breaks down:

For comparison, the national average is around 100 mg/L. Southwest Florida water is often two to three times harder than what most Americans experience.

The U.S. Department of Energy has studied this extensively. A water heater operating in a hard water home loses efficiency as limescale builds up on the heating element and tank walls. Yes — hard water is not a health hazard. The calcium and magnesium in hard water are minerals your body needs, and drinking hard water is not harmful.
That said, very hard water can have a noticeable taste that many people find unpleasant. And while the minerals themselves are safe, hard water from older plumbing can carry other contaminants — lead, copper, or bacteria — that are worth testing for separately.
If you are on well water in Charlotte County or rural Sarasota County, a full water test is strongly recommended regardless of hardness, since well water is not treated by a municipal system.
Hard Water vs. Other Florida Water Problems

Iron staining: Orange or rust-colored stains on sinks, toilets, and laundry are caused by dissolved iron. Some water softeners can handle low iron levels, but higher concentrations require an iron filter.
Chlorine taste and odor: Municipal water is treated with chlorine or chloramines. A whole-home carbon filter addresses this effectively.

Considerations: Requires periodic salt replenishment (typically every 4 to 8 weeks depending on household size and water usage). Adds a small amount of sodium to the water, which is not a concern for most people but worth noting for those on sodium-restricted diets.
Salt-Free Water Conditioner (Template Assisted Crystallization)
Salt-free conditioners do not remove calcium and magnesium — instead, they change the structure of the minerals so they do not adhere to surfaces. The result is reduced scale buildup without the use of salt or the production of softened water.
Best for: Homeowners who want scale prevention without salt, those on sodium-restricted diets, or areas with restrictions on salt-based softeners.
Considerations: Does not produce the same "soft water feel" as a salt-based softener. Less effective in very high hardness situations (above 25 GPG).
Reverse Osmosis for Drinking Water
A reverse osmosis system installed under the kitchen sink produces exceptionally pure drinking and cooking water by forcing water through a semi-permeable membrane that removes virtually all dissolved minerals, including calcium and magnesium.
Best for: Homeowners who want the best possible drinking water quality, or those who want to address hardness at the point of use without treating the whole home.
Considerations: Only treats water at one or two points of use — does not protect appliances, pipes, or shower fixtures. Best used in combination with a whole-home softener or conditioner.
